Role: Commercial Business Partner
Contract Length: 4-5 months with possibility for extension
Location: Hybrid/London or Manchester – 3 days per week in office
IR35: Inside
Pay Rate to Intermediary: Up to £550 per day
Security Clearance: BPSS or SC


Spinwell is recruiting for a Commercial Business Partner for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE COMMERCIAL BUSINESS PARTNER

  • Lead on procurements of varying complexity, sometimes against tight timelines in line with Public Procurement Regulations. Interacting with the relevant business areas (or ALB’s) on progress and requirements;
  • Support on other procurement operations concurrently when required. Provide professional procurement advice and assist the Head of Commercial Operations and Head of Procurement to provide a framework that enables the Business Areas to ensure the department meets any and all central government requirements, achieve best value and effectively manage risk for third- party goods and services;
  • Provide clear and concise commercial advice to seniors and external stakeholders, when required. Take personal responsibility; challenge and hold stakeholders to account, create an environment that acts as a catalyst for continuous improvement; help us to develop innovative commercial solutions to meet Departmental objectives and increase efficiency whilst operating with a high degree of technical competence;
  • Advise and undertake Contract Management activities, Assist with the implementation and embedding of supplier relationship management and Contract Management processes in the department;
  • Lead on implementing and drafting Memorandums of Understanding, licenses and other agreements as required.
  • Manage consistent commercial policies and procurement processes across the Department in line with Managing Public Money, supporting policy and process improvements; input to and follow the governance/assurance protocols for procurements.
  • Support the Commercial Directorate as a key adviser in providing commercial assurance across the client and its ALB and to the Commercial Director and represent client Commercial internally and externally when called on;
  • As a member of the Commercial Function, be involved in Commercial Team activities, including improvement activities;
  • You will actively promote client Values, plan and oversee the professional development and training of any staff that you may have responsibility for in the core Commercial team. Set high performance expectations, developing the capability of all those you activity manage, valuing difference to deliver results, inspiring people and creating a shared sense of purpose across the Department;

SKILLS/EXPERIENCE OF THE COMMERCIAL BUSINESS PARTNER

  • Risk Mindset Ability to identify and manage risk through commercial lifecycle.
  • Decisive Ability to challenge and hold stakeholders to account, leverage stakeholder relationships to create an environment that acts as a catalyst for continuous improvement and delivers value for money.
  • Commercial Focus - Be able to demonstrate experience of working with a variety of stakeholders to deliver commercial outcomes.
  • Procurement Process - Demonstrable public procurement experience (applying public procurement legislation) leading on multiple procurement strands that has helped deliver great value for money outcomes and great customer outcomes.
