Role: Senior Procurement Officer
Contract Length: 6 months
Location: Hybrid/London – 1–2 days per week in the Southwark office
IR35: Inside
Pay Rate to Intermediary: £500 per day
 

Spinwell is recruiting for a Senior Procurement Officer for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE SENIOR PROCUREMENT OFFICER

1. End to End Procurement Delivery (Operational Technology Projects)

Lead full cycle procurement for three key operational technology initiatives:

  • Leading the full procurement lifecycle from strategy and market engagement through to tendering and contract award.
  • Managing stakeholder engagement across operations, ICT, control centre teams, and senior leadership.
  • Ensuring compliance with public sector procurement regulations and internal governance.
  • Developing commercial models, evaluation criteria, and negotiation approaches.
  • Producing high quality procurement documentation and supporting business cases.
  • Ensuring a smooth transition from procurement to contract mobilisation.

2. Commercial & Contract Management (Control Centre Systems)

Provide commercial oversight and contract management for three core operational systems on a light touch basis

  • Managing contract variations, extensions, and commercial negotiations.
  • Monitoring supplier performance and compliance through regular commercial review meetings.
  • Identifying opportunities for innovation, service improvement, and cost optimisation.
  • Maintaining accurate contract documentation and governance records.
  • Supporting risk, issue, and change control processes.
  • Working collaboratively with operational leads, technical teams, and suppliers to ensure continuity of service.

 

SKILLS/EXPERIENCE OF THE SENIOR PROCUREMENT OFFICER

  • Strong experience in public sector procurement and commercial contract management.
  • Proven ability to deliver complex, multi stakeholder procurements and manage supplier performance.
  • Skilled in negotiation, contract variations, and commercial governance.
  • Confident working independently while building effective relationships across technical and operational teams.
  • Able to manage multiple high priority projects concurrently with strong documentation and communication skills.
  • Preferred: experience with Control Room technologies within Fire & Rescue, Police, Ambulance, or other blue light services; familiarity with ESMCP, ESN, or Home Office led programmes.
