Spinwell is recruiting for a Requirements Manager (Modelling & Simulation) for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE REQUIREMENTS MANAGER (MODELLING & SIMULATION)
• Lead elicitation of capability needs from Users, EOs, policy owners and OA teams.
• Develop and maintain the User Requirements Document (URD), CONOPS, CONUSE and CONEMP.
• Ensure requirements meet SMART criteria and reflect Sponsor/SRO intent.
• Support development of MoE, MoP and acceptance criteria.
• Reports directly to Cap C4ISTAR M&S CPG Desk Officers. Potential to be subordinated to linked organisations.
• Establish and maintain the requirements baseline.
• Maintain end‑to‑end traceability through policy → SSUN → CKURs → User Requirements → System Requirements → Acceptance Tests.
• Own the Requirements Traceability Matrix (RTM).
• Manage formal change control and assess impacts across all DLoDs.
• Ensure all requirements are validated, testable and verifiable.
• Provide requirements evidence supporting SOC/OBC/FBC submissions.
• Represent the Customer at design reviews and approval boards.
• Conduct capability gap analysis and develop future requirements proposals.
• Ensure alignment with Defence M&S strategy and Golden Thread coherence.
• Represent Customer requirements across FLCs, DE&S, DD, Dstl, OA and Scrutiny.
• Communicate Sponsor/SRO intent across subordinate projects.
• Facilitate stakeholder workshops and maintain structured engagement.
• Maintain a requirements‑specific RAIDO log.
• Identify and manage requirements‑related risks, issues, dependencies and opportunities.
• Support programme‑level RAIDO where requirement clarity/stability is affected.
SKILLS/EXPERIENCE OF THE REQUIREMENTS MANAGER (MODELLING & SIMULATION)
• Strong understanding and previous experience of requirements management and Defence capability governance.
• Excellent communication and influencing skills.
• Ability to translate operational need into structured, testable requirements.
• Understanding of RAIDO management in a requirements context.
• Strong programme, project, and risk management understanding.
• Strong time management and proactive working.
