Spinwell is recruiting for a Organisation Lead SME for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE ORGANISATION LEAD SME
- Diagnostic & Design: Evaluate current operational structures, spans of control, and workforce capacity. Develop and model credible alternative future-state organisation designs and take the agreed option through detailed design, including teams, roles, numbers, grades/sizing, spans and layers, reporting lines, accountabilities, decision rights and interfaces.
- Strategic Integration: Translate agreed TOM requirements and decisions , including digital, services, and workforce capabilities, into actionable organisational design, ensuring full alignment with Government Commercial Function (GCF) standards.
- Implementation Planning: Develop the organisation design to the point it is ready for people transition, including clear accountabilities, interfaces and identification of new, changed and no-longer-required roles, ready for HR and Change implementation. Build clear transition roadmaps, define functional handoffs and accountabilities (RACI), and work with TOM delivery partner to prepare the organisation for implementation by HR and Change workstreams.
- Stakeholder Navigation: Support the engagement of executive leadership to secure buy-in. Prepare and facilitate leadership design discussions and produce the analysis and decision materials required to agree the design, support governance submissions and enable strategic decision-making.
SKILLS/EXPERIENCE OF THE ORGANISATION LEAD SME
- Proven track record in delivering end-to-end Organisation Design and Operating Model transformations within complex, highly regulated environments.#
- Understanding of Civil Service/public sector structures and the Civil Service Organisational Design framework.
- Strong practical experience of applying organisation design methods to take a complex organisation from operating model decisions through options, detailed design, testing and implementation
- Strong data analytics capability, capable of translating HR and financial metrics into actionable structural insights.
