About the Role

Spinwell is recruiting for a Senior Product Manager for an excellent opportunity within the public sector.

Key Responsibilities

  • Define and maintain the pilot vision, users, priority use cases and hypotheses, balancing architecture outcomes, delivery constraints, public value and cost.
  • Own and communicate the prioritised product backlog, clear user stories, acceptance criteria, release goals and measurable success indicators; use appropriate agile ceremonies and planning practices.
  • Coordinate the multidisciplinary team and supplier against agreed milestones, dependencies, risks and decisions, working alongside any appointed Delivery Manager rather than duplicating day-to-day delivery accountabilities.
  • Work with the EA Repository Architect to ensure the platform tests the common taxonomy, traceable evidence, dependency analysis and architecture intelligence rather than only demonstrating product features.
  • Manage relationships with participating departments and councils, client leadership, Commercial, Information Assurance, technical suppliers and internal product stakeholders.
  • Agree the supplier delivery scope and verify outputs against acceptance criteria, escalating contractual decisions through authorised Commercial and governance routes.
  • Establish an evidence-led benefits framework: user adoption and data quality are inputs; demonstrably better architecture decisions and reuse opportunities are intended outcomes.
  • Plan pilot evaluation, lessons learned and options for transition, including cost, operational sustainability, exit or further procurement; do not assume the pilot becomes a permanent service.
 Essential Skills and Experience
  • Experience as a product owner or product manager for a SaaS or internal platform.
  • Working knowledge of enterprise architecture practice and how EA tools are used.
  • Strong stakeholder management, including senior leaders and external suppliers.
  • Experience of agile delivery, including backlogs, user stories and sprint planning.
  • Ability to define, track and communicate benefits and success measures.
 Desirable Skills and Experience
  • Hands-on experience with an EA tool such as Ardoq, Avolution ABACUS, SAP LeanIX or Sparx.
  • Experience running or developing a shared service across multiple organisations.
  • Product management certification (for example BCS, Scrum.org or SAFe).
