Spinwell is recruiting for a Senior Payroll Officer for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE SENIOR PAYROLL OFFICER
1. Staff Payroll:
- Monthly Payroll Management: Schedule, process, and produce monthly staff payrolls, BACS payments, and General Ledger (GL) files.
- Data Handling & Processing: Manage high volumes of complex and sensitive payroll data within tight deadlines.
- Quality Assurance: Check and reconcile team inputs, manual payments, and pay corrections.
- Deductions & Payments: Reconcile payments and process deductions to third parties and statutory bodies (e.g., HMRC).
- Tax & NI Calculations: Accurately compile monthly tax and NI liabilities, adjusting for statutory payments.
- System Support: Log and manage ESR-related service requests; liaise with Helpdesk as required.
- Legislation & System Updates: Maintain current knowledge of ESR and legislative changes; train staff accordingly.
- Stakeholder Liaison: Handle payroll and pension queries from staff and external agencies, ensuring compliance with the Data Protection Act.
- Support for Payroll Officers: Assist Payroll Officers with complex payroll-related queries and provide administrative support on payroll, pensions, and expenses matters.
- Technical Expertise: Apply in-depth knowledge of PAYE legislation to ensure payroll accuracy and compliance; act as a subject matter expert and resource for junior colleagues.
- Immediate Contribution: Demonstrate the ability to hit the ground running by applying prior experience and legislative knowledge to support efficient team operations from the outset.
2. Pensioner Payroll:
- Process Monitoring: Validate and manage daily pension payroll processes per scheduled timelines.
- Accuracy Checks: Validate outputs against previous payments and exception reports to ensure data accuracy.
- Payment Validation: Ensure BACS payments are accurate and all necessary adjustments are made.
- Document Management: Distribute payslips, P60s, and relevant pension communications to suppliers.
- Tax Reporting: Calculate and report pensioner-related Income Tax to HMRC.
- Technical Issue Resolution: Log and track issues with Compendia systems.
- Regulatory Compliance: Stay up to date on Compendia procedures; train staff in new processes as needed.
3. General Responsibilities:
- Training & Support: Provide guidance and training on complex payroll, pension, and expenses procedures to ensure consistent application of regulations and processes.
- Correspondence & Compliance: Respond to information requests while adhering to legal standards, including the Data Protection Act.
- Issue Escalation: Report significant processing issues to the Payroll & Pensions Manager promptly.
- Customer Relationship Management: Maintain effective working relationships with internal teams, pension administrators, and other stakeholders.
- Induction Support: Assist in onboarding new team members by demonstrating systems and explaining procedures.
- Professional Development: Proactively identify and pursue opportunities for personal and professional development.
- Data Confidentiality: Handle confidential and sensitive information responsibly, making informed decisions about information sharing.
SKILLS/EXPERIENCE OF THE SENIOR PAYROLL OFFICER
- Be confident with manual gross to net calculations
- Be willing to hit the ground running
- Be experienced with PAYE, taxable benefits, salary sacrifice legislation
- Be proficient in excel /Data analysing
