Location: London - Primarily on-site but negotiable for 4-day or compressed weeks.

Spinwell is recruiting for a Programme Director for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE PROGRAMME DIRECTOR
Strategic Responsibility and Leadership
- Accountable for ensuring the strategic direction and alignment of the programme remains in line with organisational goals.
- Provides leadership and champions the vision for the programme.
- Ensures the programme meets its high-level objectives and delivers business benefits.
- Responsible for securing senior stakeholder support, including support from the executive level.
- Supports key decision making about the delivery of the programme, including major resource commitments, commercial plans, scope adjustments, and strategic risks.
Governance and Accountability
- Is a key member of the Programme Board.
- Accountable for overall programme governance and ensuring the right governance structures are in place.
- Ensures that risks and issues impacting the programme are escalated appropriately.
- Takes ownership of resolving high-level issues and risks that could jeopardise the success of the programme.
Stakeholder Engagement
- Leads engagement with senior stakeholders, including board members, executive sponsors, and key external partners.
- Responsible for securing buy-in and ongoing support from senior leadership and stakeholders.
- Represents the programme externally, especially in high-level strategic meetings.
- Accountable for ensuring that stakeholder expectations are managed at a strategic level.
Delivery
- Accountable for ensuring that the programme delivers the anticipated business benefits.
- Takes responsibility for the overall success of the programme in delivering strategic outcomes.
- Monitors high-level delivery progress and steps in to address systemic issues that could affect delivery.
- Ensures that programme objectives are aligned with long-term organizational goals.
Resource and Financial Management
- Accountable with the SRO for the overall financial health of the programme.
- Ensures that the programme secures and effectively manages the required resources (financial, human, and technical).
- Approves major expenditure, budget allocations, and resource prioritization decisions, within agreed tolerances
- Monitors the overall programme budget at a high level, ensuring alignment with organisational financial objectives.
SKILLS/EXPERIENCE OF THE PROGRAMME DIRECTOR
Collaborative
- Politically aware and able to understand and utilise formal and informal politics at a national level across the police, national security community and government.
- Ability to remove systemic and cultural barriers to collaboration and integrated working practices.
- Ability to communicate with authenticity to a wide range of internal and external audiences.
- Leadership in multi-stakeholder partnerships, balancing the policing and partners needs to ensure public safety and national security requirements are met.
Innovative and Open Minded
- Skills to craft and maintain a clear vision, ensuring delivery across a complex programme landscape and over a protracted timeframe.
- Proven ability to foster a learning environment and culture which utilises internal and external review and oversight to deliver continuous improvement.
- Drive to create a culture of aggressive innovation across all levels of programme delivery and beyond across client.

- Balance complex and competing risks, costs and benefits when making timely and effective decisions.

Experience and Knowledge
- A clear understanding, knowledge and experience (either working for or with) CT Policing/National Security at a national level
- Depth in knowledge of our Intelligence capability and proven experience in leading teams in this or an associated area
- Demonstrable ability to translate strategy into plans for execution, and an awareness of project and programme management approaches
- Knowledge across the CT Capabilities and proven ability to transform business operations to provide organisational benefits
- A solid appreciation of the culture and differences between regions and partners of CT Policing.
- Experience in leading technical specialists across a range of different disciplines.
