Spinwell Global is working with a major organisation who are an integrated construction and remote-infrastructure delivery company
operating across Papua New Guinea. As part of their ongoing expansion they are seeking a General Manager of Operations to lead construction and technical projects. This senior executive leads all technical, engineering, pre-construction, and construction delivery functions. The role ensures projects are designed, estimated, planned, and executed to meet top standards in safety, quality, cost efficiency, and client satisfaction. Acting as the company’s principal technical authority and main client interface, the position drives operational excellence across departments including Design, Engineering, Estimating, Planning, Project Management, Construction, QA/QC, HSE, Procurement, and Project Controls. It focuses on building a disciplined, high-performance culture, delivering predictable outcomes, protecting margins, and strengthening technical credibility with clients and partners.
Candidates will need to be able to show:-
- 10–15 years in construction/EPC delivery; DFAT or Australian Government project experience preferred.
- Expertise in civil, structural, modular/prefabricated, or hybrid construction.Proven leadership of design, engineering, estimating, and operations teams.
- Strong client engagement skills (resource sector, government, defence).
- Knowledge of Australian Standards, HSE, and QA/QC systems.
- Remote project experience (PNG, Pacific Islands) advantageous.Ability to lead multi-disciplinary teams and drive operational excellence
