Location: Medway - some of the work will be hybrid, they will need to travel to Medway to meet care providers face to face to enable those detailed discussions to take place
IR35: Inside
Pay Rate to Intermediary: Up to £500 per day

Spinwell is recruiting for an Adults Commissioner for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE ADULTS COMMISSIONER

The Adults Commissioner Provider Liaison officer plays a pivotal role in supporting the council in shaping and sustaining a high-quality, affordable care market for adults with care and support needs.

The main aspect of this role is to work with residential and nursing care providers influencing and building trust-based relationships to support the council to secure placements at council-approved rates. The post holder will work with providers to understand why providers are requesting high-costs, negotiate effectively, and work collaboratively with providers to overcome barriers to admission. Through proactive engagement and market-shaping strategies, you will encourage providers to adopt fair pricing models, improve accessibility, and maintain capacity.

By working closely with internal teams, health partners, and external stakeholders, you will drive improvements in service affordability, sustainability, and outcomes for vulnerable adults. This is a high-impact role that demands resilience, creativity, and a commitment to Medway Council’s values of collaboration, respect, and ambition.

Produce a report detailing outcomes and actions to drive changes in commissioning arrangements.

Liaise with stakeholders in a way that promotes the One Medway Council Plan and embeds our values and behaviours.

SKILLS/EXPERIENCE OF THE ADULTS COMMISSIONER

  • Proven experience in commissioning and contract management within adult social care.
  • Demonstrable success in negotiating placements at council rates and influencing provider decisions.
  • Experience in resolving provider concerns preventing admissions.
  • Strong understanding of Care Act 2014, CQC standards, and safeguarding frameworks.
  • Awareness of market dynamics in residential and nursing care provision.
  • Excellent negotiation and influencing skills.
  • Strong analytical and problem-solving abilities.
  • Effective communication and relationship-building skills with providers and stakeholders.
  • Ability to work under pressure and manage competing priorities.
  • Experience in market shaping and strategic engagement with care providers.
  • Understanding of financial modeling and cost control in social care commissioning.
  • Knowledge of regional and national commissioning frameworks.
