Spinwell is recruiting for a Technical Lead for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE TECHNICAL LEAD
An experienced Technical Lead is required to provide hands on technical leadership to an agile development team within client's Land Registration domain.
The post will accelerate delivery of land registration automation by establishing strong delivery practices, engineering standards and CI CD pipelines, while ensuring solutions are well architected, secure, resilient and fully operable on the AWS platform.
The role will provide day to day technical direction to a team of Python engineers, lead R&D of rulesets that assess submitted deeds for suitability for automation and deliver a production ready automation alpha service that applies OCR, object detection and large language models to support accurate, scalable decision making.
SKILLS/EXPERIENCE OF THE TECHNICAL LEAD
Technical leadership and delivery
- Significant demonstrable experience leading a high-performing, cross-functional development team.
- Proven experience introducing and maturing team processes to improve flow, quality, and predictability of delivery.
- Experience designing, gaining consensus for, and implementing technical solutions for software delivery projects.
- Strong stakeholder engagement skills, communicating complex topics clearly to both technical and non-technical audiences.
- Experience working in agile delivery models and delivering services to organisational standards.
Significant commercial experience with Python / AWS technology:
- OCR, Object Detection and LLM analysis
- Core Python skills (3.9+) with strong understanding of object-oriented programming, decorators, context managers, and async/await patterns
- Docker
- Gitlab pipelines
AWS expertise including:
- CDK and Infrastructure as Code
- Serverless (Lambda) with proper event handling and AI model integration
- S3 operations including multipart uploads for large model artifacts
- API Gateway for model serving endpoints
- CloudWatch for AI model monitoring and performance metrics
- Aurora/Postgres for training data and model metadata storage
- AWS AI services such as Textract, SageMaker, Bedrock
- EKS/ECS/Kubernetes for model deployment and scaling
Programming Languages:
- Advanced Python development
- Python FastAPI for building REST APIs and model serving endpoints
- TypeScript for full-stack integration
