Location: Hybrid/London – 1-2 days per week in office (Core office days are Tuesday and Wednesday)

Pay Rate to Intermediary: £361.17 per day



Spinwell is recruiting for an Assistant Commercial Manager for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE ASSISTANT COMMERCIAL MANAGER

  • Planning of commercial approaches that deliver requirements in line with business needs, our category strategies and market trends. Feeding into the development of category strategies and the delivery of sourcing requirements across P&C, understanding demand by forecasting, using data and planning requirements with internal stakeholders and suppliers.
  • Establish relevant sourcing options and analysis to deliver positive outcomes through the procurement process. Support, and in some cases own, end to end strategic sourcing activities that will develop a clear and agreed view of business and commercial requirements, advising and providing professional guidance throughout the sourcing process.
  • Evaluate a range of sourcing models, providing a procurement service to TfL which delivers demonstrable ‘value for money' and compliant goods and services contracts. Support input into business cases, around the commercial strategy.
  • Contribute to effective Commercial Contract and Supplier Management, evaluating performance against specification via quality reporting. Support writing the development/implementation of supply chain and supplier relationship strategies.
  • Manage medium to high complexity contracts, ensuring effective stakeholder management, governance, performance management frameworks, escalation, risk management, issues resolution, financial management, change control and compliance. Maintain positive commercial relationships with the supply chain, to enhance performance and create value. Analysing and assessing supplier risk, understanding impact on contingency and business continuity, driving value for money’ while protecting TfL's risk position.
  • Tracking/owning risks relating to contracts, taking steps to mitigate commercial risks ensuring contractual compliance. Develop and maintain stakeholder relationships internally and externally. Develop effective working relationships with suppliers, and provide commercial advice to business stakeholders, linking requirements with category strategies.
  • Champion procurement best practice by working collaboratively with the wider team, contributing to maintenance of systems, processes, documents and data across P&C.
  • Understand and incorporate responsible procurement best practices in all commercial activities undertaken.

 

SKILLS/EXPERIENCE OF THE ASSISTANT COMMERCIAL MANAGER

  • Has strong commercial knowledge, understands commercial law, and can use key commercial tools appropriately.
  • Has good understanding of the principles of end-to-end commercial lifecycle management and category management.
  • Evidence of supporting on securing 'value for money' in a complex commercial environment.
  • Strong commercial knowledge (including commercial models, forms of contract, and current public sector regulations) and confident in securing value for money through achieving good return on investment, whilst applying commercial principles within the boundaries of contract law.
  • Knowledge and adherence to legal and regulatory requirements relating to procurement and contract management activity.
  • Membership of relevant professional body (desirable).
  • Category Management and Commercial Focus - securing value for money within a commercial environment (relevant to the complexity of the deployment) and can use key commercial tools appropriately.
  • Risk and Assurance Management: Demonstrates the ability to manage risks within an area of responsibility.
  • Commercial ethics - Can apply standards to eliminate corruption, fraud and unethical behaviour in supply chains, taking appropriate actions in the event of any alleged breach of standards. Ability to consider and implement responsible procurement practice.
  • Team focus: Can work as part of a team to support their performance, manage setbacks and resolve issues internally.
  • Build relationships: Has the ability to communicate with stakeholders at all levels using different communication styles to articulate the benefits that have been achieved and to establish governance and relationship arrangements.
