Pay Rate to Intermediary: £55-£65 per hour

Spinwell is recruiting for a Lead Officer for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE LEAD OFFICER

To lead on all matters relating to the Council’s duties in providing for the operational management of the Council’s Minerals & Waste Planning team functions.

Supporting the Head of Planning Policy and Placemaking in leading the Council’s statutory responsibilities for Minerals and Waste Planning, including plan-making, policy development, the assessment of planning applications and management of other development control functions.  The postholder will ensure the delivery of a high-quality, customer-focused, and efficient service that supports sustainable development, environmental protection, and the circular economy.  This includes developing and implementing plans for other authorities where possible and enhancing the reputation of this service at a regional and national level.

The Lead Officer will manage the Principal Planning Officer(s) (Minerals & Waste) and other officers working within this area of the service and oversee the delivery of complex planning policy and development management functions.

You will work in a matrix management arrangement utilising the skills and capacity across the Planning Teams to deliver the work of the team. You will also seek out, and deliver, opportunities to develop the Minerals & Waste Planning service for other local authority clients on a commercial basis.

SKILLS/EXPERIENCE OF THE LEAD OFFICER

  • A relevant degree or equivalent qualification to allow access to Chartered membership of the Royal Town Planning Institute (or equivalent).
  • Chartered membership of the Royal Town Planning Institute (or equivalent), or demonstration of eligibility for full Chartered Membership.
  • Extensive knowledge of the English planning system, including legislation, the National Planning Policy Framework and best practice advice.
  • Significant experience of working at a senior level for a Local Planning Authority in Minerals & Waste Planning.
  • Demonstration of a track record of: (i) responsibility for progress in policy development to adoption; or (ii) a responsibility for working within a development management environment dealing with Minerals & Waste Planning applications.
  • Knowledge and understanding of key operational issues affecting Minerals & Waste Planning functions both nationally and locally.
  • Significant experience of engaging with developers, stakeholder, Councillors and members of the public on Minerals & Waste Planning matters.
  • Highly capable and effective communicator in verbal (including presentations) and written forms requiring limited supervision and revision, and proficient in writing clear and concise reports for different audiences and purposes.
  • Able to travel independently to multiple sites across the Council’s administrative area to undertake site visits, or further away to attend meetings and events on behalf of the Council. For example, the ability drive with access to own transport.
  • Ability and willingness to attend evening and weekend meetings/committees/exhibitions where necessary.
  • Good time management skills.

  • Ability and willingness to attend evening meetings.
