Spinwell is recruiting for a Hard FM Supervisor M&E for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE HARD FM SUPERVISOR M&E

  • Management of the delivery of Hard FM Maintenance (M&E), through the FM supply chain providers, ensuring that planned and reactive works are delivered on time and within the budget and set against the Council’s Facilities Management strategies.
  • To provide advice and support on Hard FM building services (M&E) across the authority for Education, Corporate and Heritage buildings; Review any new work requirements such as (but not limited to) alterations, adaptations and extensions to M&E services (ensuring they meet client expectations and requirements) and to monitor and inform on building compliance with relevant statutory requirements, planning and building regulations, meet latest guidelines on energy efficiency and sustainability.
  • Ensure all FM works are managed and delivered to the satisfaction of users and all stakeholders are kept informed of progress and completing completed within budget and on time. This may include a disciplined use of Pre Planned Maintenance reporting tools, reports and procedures and associated Property management systems.
  • To provide building services advice and carry out desk top feasibility studies for corporate and educational clients on proposals for new buildings and works, working with the Capital Projects team as required.
  • Provide professional technical advice for capital schemes, minor works and improvements and planned maintenance programmes, and assist in the formulation of Building Repair and Maintenance Fund programme priorities.
  • Undertake reviews of supply chain planned and reactive works to an excellent standard.
  • Participate in multi-functional team working on directorate issues as required to contribute to the successful delivery of service objectives.
  • Manage, and lead FM supply chain for each project where necessary, ensuring that projects are delivered effectively, on time and within budget.
  • At the discretion of the Head of Service, such other activities as may from time to time be agreed consistent with the nature of the job described above.

 

SKILLS/EXPERIENCE OF THE HARD FM SUPERVISOR M&E

  • Knowledge of managing M&E planned maintenance programmes, preferably in the Public Sector.
  • Sound knowledge of building technology as appropriate to role.
  • Knowledge of administering/working with M&E specific contracts including JCT 2011 (or above), Minor Works.
  • Understanding of statutory and legislative acts in regards to building services (M&E).
  • Knowledge of legislation, policies and procedures in relation to GDPR and data protection, equalities and safeguarding.
  • An awareness of the One Medway Council Plan.
  • Sound experience of working with building technology/construction methods/landscape construction as appropriate.
  • Demonstrable experience of administering/working with construction and M&E specific contracts including JCT 2011 (or above), Minor Works, D&B and Standard forms; NIE & IEC forms.
  • Experience in the use of public sector financial management tools such as Integra
  • Proficient in Microsoft Word, Excel, PowerPoint, Teams and Outlook.
  • Ability to independently seek out and gather relevant information.
  • Basic proficiency in using information and communication technology.
  • Basic skills in providing customer service.
