Spinwell is recruiting for a Payments and Care Charging Manager for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE PAYMENTS AND CARE CHARGING MANAGER
The Payments and Care Charging Manager is responsible for managing and developing a team of staff to deliver an efficient and effective payment and care charging service to Adult Social Care.
The Payments and Care Charging Manager is responsible for delivering the Council’s payments and care charging policies ensuring that payments, billing, financial assessments and debts raised are compliant with the Care Act 2014 statutory guidance, and with corporate and local policies and procedures.
The Payments and Care Charging Manager is responsible for ensuring any changes in legislation, statutory guidance or welfare benefits are implemented in both payments and care charging systems and procedures ensuring the Council is compliant, ICT systems are developed, upgraded and refined accordingly.
The Payments and Care Charging Manager is responsible to ensure that income and expenditure related to Adult Social Care (including Residential, Direct Payments and Home Care etc) are made in accordance with integrated payment procedures, the Council’s Standing Orders, Financial Regulations and Government rules.
SKILLS/EXPERIENCE OF THE PAYMENTS AND CARE CHARGING MANAGER
- Knowledge and experience of Accounts Payable and Accounts Receivables functions in the public sector, a large organisation or related field.
- A working knowledge of financial conventions and routines. Understanding of financial regulations and best practice in external and internal financial requirements and standards.
- Qualification in Business and Finance or an AAT and above or equivalent level of experience in the field.
- A working knowledge of the Care Act 2015 and other Social Care legislation in regard to residential placements, direct payments where it impacts on payments and care charging policy and the financial implications to the Council, service users, and residential care providers.
- A working knowledge of Welfare Benefits.
- A working knowledge of the Council’s financial management systems including CedAR, PARIS, social care databases such as Mosaic , and MYOFFICE/ EDOCS systems or equivalent system knowledge. A detailed understanding on how these systems can be integrated with finance data to deliver payments, billing and debt management functions.
- Experience of managing staff in a finance environment to deliver a high standard of performance.
- Experience of implementing computer systems including system development, business processes, testing and implementation.
- Experience of communicating effectively with internal and external contacts (care managers, senior managers, care providers, service users, other professional such as solicitors and government departments)
- Experience of providing a high standard of customer focused services
- Experience of providing management information and statistical reports and using performance data to improve performance.
- Leadership and Staff Management Skills - Ability to manage, train, support and mentor a team of staff, creating a performance oriented approach and culture within the section, ensuring that appropriate work plans, appraisal, supervision and staff development systems are in place to achieve the teams objectives.
- Workload Management Skills – Ability to use own initiative to work methodically through a high volume of work ensuring deadlines are met.
- Numeracy Skills – A high level of numeracy and attention to details necessary to perform and evaluate complex accounting tasks and ensure accuracy and effective working.
- Information Technology Skills – A high level of IT skills and the ability to manipulate, analyse and interpret data to improve team and system performance. The ability to develop and manage the IT systems used by the section. This would include ensuring appropriate knowledge and access by staff to Council mainframe systems as well as local IT systems to maximise the section’s work performance and quality.
- Communication Skills - Ability to communicate orally and in writing with a range of people within the service area and with external agencies. Ability to explain financial information to non-finance managers.
- Analytical/Problem Solving Skills- Ability to seek effective solutions to problems arising from both technical issues, and the application of statutory guidance and legislative change.
- Interpersonal Skills – Effective skills and ability to promote harmonious working relationships. This would include motivating officers and peers and develop commitment and loyalty to the Council, its aim and values as well as understanding the needs of officers both in making purchases, payments and care charges, and within the specific operational environment in which they work.
- Customer Focus Skills – Skill and ability to relate a range of finance and administrative routines to meeting the information requirements of service users and care providers.
- Quality Assurance Skills - Ability to establish and monitor quality standards for the service.
- Personal Commitment – A commitment to furthering the Council’s organisational objectives and beliefs.
