Spinwell is recruiting for a Senior Manager - Talent and Development for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE SENIOR MANAGER - TALENT AND DEVELOPMENT

  • Reporting to the Assistant Director of People and Inclusion and as part of the senior management team
  • Ensure that Council attracts, recognizes, develops, and retains talent to deliver excellent services for residents.
  • Provide strategic direction on reward, talent, learning, career and leadership development across the Council.
  • Identify need and deliver OD interventions to meet that need, including leadership development that creates inspirational leaders, supports transformation and embeds a culture of inclusiveness across Council.
  • Providing strategic advice, guidance and support to the EDI agenda for the workforce, customers and the community.
  • Lead on the Council’s wellbeing and EDI strategy and define and continually enhance the council’s employee health and wellbeing offer
  • Lead the development of the EDI strategy and develop and implement policies, practices and action plans
  • Lead on Talent and Organisational Development projects, both directorate and Council wide, including identification of need through to design, development, implementation and evaluation.
  • Ensure the creation and delivery of interventions that demonstrate and encourage a culture of engagement and inclusiveness, helping our people to be the best they can be and ensure accessibility for all colleagues.

 

SKILLS/EXPERIENCE OF THE SENIOR MANAGER - TALENT AND DEVELOPMENT

  • MCIPD or equivalent educational achievement (level 7) in a relevant field e.g. HRM, Learning and Development, Talent, Organisation Development
  • An OD qualification, or equivalent professional knowledge gained through experience of working as an OD or Learning and Development specialist
  • Evidence of a strong commitment to, and of, continuing professional development.
  • During the selection process a successful candidate will be required to evidence:
  • Extensive years post qualification experience gained in a large complex organisation with multiple stakeholders
  • Strong understanding and experience of linking strategic organisational objectives to the practical activities of the Talent and Development function
  • Proven experience of providing clear advice to senior decision makers within a complex and large public sector organisation (or similar)
  • A strong track record of delivering successful OD initiatives and organisation/Council wide projects and facilitating organisational change
  • Experience of managing a multidisciplinary team to achieve objectives
  • Experience of using business intelligence and data trends to support informed decision-making
  • Knowledge of current thinking and trends in Talent and Development and motivation and reward
  • Experience of working in a highly unionised environment
  • Excellent working knowledge of all relevant legislation and statutory guidance
  • Thorough knowledge of and personal commitment to the equality diversity and inclusion agenda and proven experience of translating that into actionable solutions to improve inclusiveness at work
  • Political sensitivity and awareness of local government and political issues and able to work successfully with senior colleagues and elected members within that context
  • A broad understanding of the public sector and the challenges faced by local authorities
  • Able to meet the CIPD Talent management standards at Chartered member level or above
  • Ability to define, design, implement and evaluate effective Talent and Development initiatives to meet identified need and to achieve objectives
  • Analytical skills and ability to accurately analyse and interpret data to identify trends and to translate listen to advice and recommendations on talent and development issues
  • Strong verbal, written and reasoning skills including the ability to produce clear and concise documents, to present reports and brief/ train stakeholders at all levels and appropriate to a variety of audiences
  • Personally credible, with highly developed negotiation and influencing skills to build and sustain relationships to achieve results
  • Excellent facilitation skills
  • Ability to manage designated budgets efficiently and effectively
  • Ability to work quickly, accurately and to tight deadlines across a range of related subjects
  • Personally resilient
