Role: AI Strategy and Experimentation Lead
Contract Length: 9 months
Location: Hybrid/Bristol, London or Manchester – onsite expectation is 2 days per week

Spinwell is recruiting for a AI Strategy and Experimentation Lead for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE AI STRATEGY AND EXPERIMENTATION LEAD
- Lead the overall project to understand and respond to the impact of external AI tools
- Create a clear strategic vision for the role AI-mediated channels should play in future channel mix.
- Develop, test and refine evidence-based recommendations on the extent to which they should proactively enable AI tools.
- Shape the relationships with AI providers, including what they should seek from those relationships in return for technical, content or partnership engagement.
- Build and – in partnership with other teams – deliver a practical roadmap for interventions, pilots, governance, capabilities and decisions needed.
- Provide strategic leadership for the clients response to AI-mediated user journeys and external AI tools.
- Develop a coherent strategic narrative that connects user needs, trust, safety, content quality, channel strategy, analytics, technical feasibility and public value.
- Identify the key choices, trade-offs, risks and opportunities for the client and the wider government communications ecosystem.
- Ensure the work informs multi-channel proposition and future approach to owned, off-platform and AI-mediated channels.
- Translate ambiguity into structured options, decision points, and recommendations for senior leaders.
- Design and lead a programme of practical experiments to test the strategic hypotheses about AI-mediated channels.
- Work with AI providers and the teams to develop and implement targeted interventions, for example around attribution, source prioritisation, correction routes, data access, content distribution or quality signals.
- Manage dependencies across teams and ensure strategic recommendations are grounded in deliverability, resourcing, and operational reality.
- Lead strategic engagement with AI providers and relevant technology partners, acting as a senior interface for this client
SKILLS/EXPERIENCE OF THE AI STRATEGY AND EXPERIMENTATION LEAD
- Leading complex strategy, innovation, transformation, or digital policy programmes in ambiguous and fast-moving environments.
- Developing practical, evidence-based strategic recommendations for senior decision-makers.
- Designing or leading experimentation, pilots, test-and-learn activity or applied innovation programmes.
- Working across organisational boundaries and building alignment across product, policy, technology, research, analytics and operational teams.
- Engaging senior external stakeholders, ideally including technology partners, platform providers, or industry bodies.
- Operating credibly at the intersection of technology, user needs, public value, and organisational strategy.
- Producing clear, concise written products for executive decision-making.
Desirable
- Experience of AI, digital platforms, search, content ecosystems, data access, APIs or emerging technology strategy.
- Experience in government, public sector transformation, regulation, public policy, or civic technology.
- Experience shaping partnerships with commercial technology organisations.
- An understanding of trust, safety, misinformation, algorithmic systems or digital inclusion considerations.
