Spinwell is recruiting for a Lead Resources Officer (Child Commissioning) for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE LEAD RESOURCES OFFICER (CHILD COMMISSIONING)
To support the leadership and management of the Commissioning and Resources Hub on a day-to-day basis, ensuring the delivery of a high-quality, efficient, and responsive operational service. The post-holder manages the most complex cases, leads on practice development, and provides expert consultation to ensure the highest standards of practice and best possible outcomes in their specialist area. The post-holder acts as a role model and mentor within the team, ensuring quality standards are upheld and contributing to the development of junior staff
SKILLS/EXPERIENCE OF THE LEAD RESOURCES OFFICER (CHILD COMMISSIONING)
Experience
- Considerable experience of commissioning and purchasing and/or management of care, support or educational arrangements for children and their families and the monitoring of these arrangements and suggesting improvements.
- Considerable experience of coordinating and tracking service delivery and understanding care packages and cost structures to formulate strategies for value for money delivery of service.
- Considerable experience of working collaboratively with a range of stakeholders managing relationships in a health or social care context and specifically of working in partnership with independent and voluntary sector providers for children and families or adults.
- Considerable experience of making effective use of IT systems for recording, researching, and reporting on commissioning activities, customer contact, and service performance.
- Considerable experience of managing information quickly and accurately, thinking laterally, analysing options and presenting workable solutions to complex service issues
- Considerable experience of developing and using monitoring & quality assurance processes and referral systems which support commissioning activities.
- Considerable experience in negotiating/liaising with people on a variety of different levels and with external providers up to senior management level.
- Considerable experience of delivering value for money through effective commissioning, procurement and contract management and negotiating cost reduction and delivering cost management strategies in arranging and managing services.
- Experience of working under pressure in a busy office environment and to tight deadlines
- Considerable experience of managing staff in Children’s or Adults Social Care and Education settings.
- Considerable experience of coaching, development and training within the team to improve service delivery.
- Considerable experience in setting targets and delegating tasks. Experience in monitoring performance and suggesting improvements.
- Considerable experience of procurement, managing existing contracts, developing new contracts, and maintaining contractual relationships.
- Experience of managing staff in Children’s or Adults Social Care and Education settings as part of a duty management system and/or matrix management arrangement.
- Experience of coaching, development and training within a team to improve service delivery.
- Experience in setting targets and delegating tasks. Experience in monitoring performance and suggesting improvements.
- Considerable experience of procurement, managing existing contracts, developing new contracts, and maintaining contractual relationships.
Knowledge
- Considerable knowledge of methods of routinely collecting and collating quality assurance data which focuses on outcome based performance measures.
- Considerable knowledge and understanding of the needs of vulnerable children e.g. Looked After Children, Care Leavers, Children with Special Educational Needs, homeless young people.
- Considerable knowledge of the individual commissioning of care, support and education market as it relates to the placement and accommodation services for vulnerable children and young people.
- Knowledge of best practice principles relating to safeguarding and its application in individual commissioning of care, support and education for children.
- Considerable Knowledge of legislation, National Minimum Standards, best practice and national performance indicators in the delivery of Children’s and Education Services internally and externally.
- Knowledge and understanding of local government and its context, and key, current local government financial issues.
- Understanding of Equal Opportunities, Data Protection and other legislation relevant to individual commissioning of care, support and education services for children
- Considerable knowledge of how to manage, develop and coach staff teams. Skills and abilities
- Respond positively to the diverse needs of children, young people and their families, designing creative and cost effective solutions.
- Ability to analyse quantitative and qualitative information, communicate effectively, confidently, and assertively in written and spoken forms and considerable ability to present complex information sensitively to diverse audiences.
- Proficiency in administrative, contact management, and case management systems and considerable working knowledge of IT tools including databases, word processing, presentation email, and spreadsheets.
- Considerable ability to manage demanding and sometimes difficult relationships with stakeholders and suppliers and utilise influencing and negotiation skills to reach mutually agreeable solutions.
- Considerable understanding of commissioning and monitoring techniques.
- Ability to work in a high-pressure environment, identify and deal with a range of sensitive issues, manage conflicting deadlines and priorities and work to tight timescales.
- Ability to build purposeful working relationships and partnerships and command trust and confidence of key stakeholders and peers.
- Actively participate in supervision and team meetings.
- Demonstrate initiative, organisation, and effective workload management. Prioritise tasks, adapt to changing demands, and meet deadlines.
- Ability to set priorities, objectives and deadlines for yourself while maintaining a focus on the key service priorities/deliverables.
- Knowledge of data protection, information sharing, and confidentiality policies.
- Ability to work flexibly as a team member to achieve service objectives, targets and projects.
- Highly skilled negotiator, with the ability to identify and negotiate terms and conditions, contractor performance milestones, and methods to monitor and report and improve performance.
- Strong customer focus and able to actively listen to customers to ensure excellent services are provided by self and others.
- Ability to travel throughout the Borough and throughout the UK if required.

Education, Training and Qualifications
- Educated to degree level or equivalent or commensurate level of relevant professional experience in a similar field
- Evidence of continuing professional development
- Relevant children’s or education professional qualification is desirable e.g. Social Work, teaching, youth work, or other care or commissioning related qualifications
