Spinwell is recruiting for a Project Development Officer for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE PROJECT DEVELOPMENT OFFICER

To lead the initial development of large/specialist projects at Force and Regional level including creating project initiation documents, forward planning, exploring resourcing, funding origin, project governance, implementation, stakeholder communication, dependency management, risk management, issue management and project benefits realisation. Lead the team of Property Services Project Officers in learning, development and on-going mentoring.

 SKILLS/EXPERIENCE OF THE PROJECT DEVELOPMENT OFFICER

  • Educated to degree standard or equivalent.
  • Relevant professional qualification in a Business, Project Management or other related discipline or equivalent experience and evidence of CPD.
  • Recent and relevant experience in taking construction related project(s) through from initiation to completion. Proven ability to determine and evaluate project risk especially on construction projects.
  • Either have or moving towards a relevant professional qualification in physical protective security (CPNI or equivalent).
  • Recent experience of research work involving close liaison between internal and external contacts, including professional advisors and representatives of other public and statutory organisations.
  • Strong interpersonal, communication and stakeholder management skills with people at all hierarchies of organisations. The ability to build effective relationships and negotiate with multiple stakeholders. Manage the expectations of all parties including those impacted by change.
  • Proven ability to analyse client’s building and accommodation requirements and prioritise them in line with client needs.
  • Proven ability to collate information and produce clear and concise reports.
  • Proven ability to self-motivate; recent experience of working on own initiative and ability to provide examples of creative problem solving.
  • IT literate including recent experience of using Microsoft applications (Word, Excel, Project). Experience in the use of AutoCAD would be advantageous.
  • Must have capability to travel to different locations across the Force and undertake all assignments in a timely manner, being available to work some evenings and weekends, where required. Due to the requirement to work flexibly, unsocial hours and personal safety for lone working; public transport may not be available or suitable at these times. For this reason a full UK driving licence is considered essential *.
  • Proven experience of managing a team and providing learning and development and mentoring support to peers.
