Location: Bristol (Travel when required 2/3 days per month)

Pay Rate to Intermediary: Up to £550 per day

Spinwell is recruiting for a Procurement Officer for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE PROCUREMENT OFFICER

  • Develop and implement commercial strategies for Category A and B Approval and support contracts.
  • Support and develop new contract documentation including seeking client legal support and advice as required
  • Lead the preparation and negotiation of contracts for acquisition and support phases.
  • Liaise with the Single Source Procurement Support (SSPS) and Single Source Advisory Team (SSAT) to ensure compliance with single source regulations.
  • Apply for and progress Cabinet Office Approvals via CAMS.
  • Engage with the Cabinet Office and Commercial Assistance and Scrutiny Team (CAST) to align procurement activities with government policies and guidelines.
  • Identify and assess the need for exemptions from standard procurement processes.
  • Prepare exemption packs, including justifications, for submission to the Secretary of State.
  • Prepare ITT and ITN documentation in accordance with client guidance and procedures.
  • Manage the tendering process, including drafting and issuing invitations to tender.
  • Prepare and post Defence Sourcing Portal (DSP) Notices in accordance with and ensure compliance with the relevant procurement regulations including the Defence and Security Public Contracts Regulations (DSPCR) and the Procurement Act 2023.
  • Evaluate supplier bids and proposals, ensuring alignment with project objectives and value for money in accordance with Single Source Contract Regulations 2014 (SSCR) and Qualifying Defence Contract (QDC) principles where applicable
  • Negotiate terms and conditions with suppliers to secure optimal outcomes.
  • Provide commercial advice and guidance to project teams and stakeholders.
  • Identify and mitigate commercial risks throughout the acquisition and support phases.
  • Develop and maintain strong relationships with internal and external stakeholders and suppliers.
  • Ensure accurate and timely reporting of commercial activities and progress to senior stakeholders.
  • Seek necessary approvals for Single Source Justifications including internal and legal input
  • Support the development of business cases and approval documentation for Category A and B projects.
  • Support contract amendments and variations as required.
  • Conduct post-Contract Award reviews to capture lessons learned and improve future processes.
