About the Role

Spinwell is recruiting for a Business Change Manager for an excellent opportunity within the public sector.

The successful person will report to the Assistant Director – Business Change & Communications.  They will combine end-to-end change business change capability with a strong focus on benefits management and realisation. They will join a team of Business Change specialists working across the Agency’s change and transformation programme to ensure that the business impacts of changes are understood, that benefits are identified and measurable and that colleagues understand what changes mean for them and are ready and able to adopt and embed new ways of working.

Key Responsibilities

  • Benefits strategy & realisation: Develop and own the benefits strategy for assigned programmes: define benefit targets, map benefits to change initiatives, ensure mechanisms are in place to track and embed them into business operations.
  • Tracking, measurement & reporting: Drive benefits tracking, measurement and reporting: capture baselines, monitor progress, provide regular benefits dashboards and highlight changes to forecasts and delivery plans.
  • Business Change and adoption: Create and maintain change plans, stakeholder analyses, impact assessments, readiness criteria, communications and training strategies to secure adoption and embedding of change.
  • Stakeholder management: Identify and build relationships with key stakeholders across the programme and business. Understand their interests, concerns and level of influence, secure their active involvement in the change, and work with them to resolve issues, build alignment and support delivery.
  • Business engagement and communication: Work with communications colleagues, leaders and managers to ensure messages are clear, timely and consistent, create opportunities for two-way engagement, and use feedback and insight to adapt the change approach. Identify, engage and enable business champions to support local communication, gather feedback, reinforce key messages and help colleagues adopt and embed new ways of working.
  • Business readiness & go-live: Plan, co-ordinate and own business readiness assessments; provide evidence-based go-live recommendations and lead the ‘approve/refuse’ decision process with programme leadership and business owners.
  • Business case & value articulation: Support and contribute to business case development and refreshes: ensure benefits and business value are clearly articulated, evidenced and measured.
  • Risk, dependency & issue management: Identify and manage risks, dependencies and issues that could materially affect benefits realisation; escalate and drive mitigations with programme leads and corporate functions.

Essential Skills and Experience

  • Significant demonstrable experience leading business change in a large, complex organisation (public sector experience preferred).
  • Proven expertise in benefits management across the full lifecycle: identification, baselining, target setting, measurement, and realisation.
  • Experience of designing and maintaining benefits frameworks, dashboards and governance for major transformation programmes.
  • Strong stakeholder engagement and influencing skills, with experience of working with senior leaders and holding business areas to account.
  • Practical experience of readiness assessments, adoption planning, communications and training to embed change into BAU.
  • Excellent written and verbal communication skills; proven ability to produce clear business case and reporting material.
  • Ability to manage competing priorities, work autonomously and provide pragmatic judgement in complex delivery settings.

Key behavioural competencies

  • The post holder will be able to demonstrate their ability to:
  • Work in an environment of uncertainty and continual change. Able to feel comfortable making decisions and setting direction without having the full picture and re-focus as details emerge. Can apply knowledge and techniques to reduce ambiguity.
  • Establish and develop productive relationships with stakeholders, bringing people together to benefit the portfolio.
  • Influence, change and impact decisions with stakeholders.
  • Recognise, anticipate, and effectively deal with existing or potential conflicts at an individual, team or strategic level.
  • Create and present a compelling vision and set clear direction, that motivates others to work towards a common goal.
  • Think of, research, and apply new ideas and ways of doing things. Encourage and support innovations from others, be willing to experiment and follow ideas through to implementation.
  • Plan, lead, and effect positive cultural change, securing commitment and buy-in and promoting a positive long-term vision. Recognise when broader cultural change is necessary to deliver.
  • Experience in public sector programmes or experience of government guidance and tools.
  • Knowledge of benefits and investment guidance (e.g., HMT Green Book, MSP or equivalent frameworks).
  • Professional qualification in project/delivery/change/benefits (e.g., APMG, Prosci).
