Pay Rate to Intermediary: £529.95 per day

About the Role

Spinwell is recruiting for a Commercial Manager for an excellent opportunity within the public sector.

Key Responsibilities

• Manage end-to-end procurement activities from strategy development through to award and contract implementation.
• Produce procurement strategies, tender documentation and governance submissions.
• Lead procurements for goods, services and works in accordance with Procurement Act 2023 requirements.
• Engage and advise stakeholders throughout the procurement lifecycle.
• Ensure compliance with procurement governance and policies.
• Use SAP Ariba to manage procurement activities and sourcing events.
• Support strategic commercial initiatives and framework agreements where required

  A typical day is likely to include:

• Meeting with stakeholders to discuss procurement requirements.
• Developing procurement strategies and sourcing approaches.
• Preparing governance and approval documentation.
• Managing procurement activities through SAP Ariba.
• Evaluating bids and supporting supplier engagement.
• Providing commercial advice and guidance to stakeholders.
• Progressing procurements across goods, services and works categories

Essential Skills and Experience

Public Sector Procurement Experience

• Strong experience delivering public sector procurements.
• Experience working within regulated procurement environments.
• Previous experience with TfL, NPL or Network Rail would be highly advantageous.

  Procurement & Commercial Expertise

• Proven track record of managing end-to-end procurements.
• Experience across goods, services and works categories.
• Knowledge of governance and approval processes.

  Stakeholder Management & Communication

• Excellent communication and relationship-building skills.
• Ability to influence and engage stakeholders at all levels.
• Confidence managing competing priorities and challenging conversations.

Desirable Skills and Experience

• Knowledge and practical application of the Procurement Act 2023.
• SAP Ariba experience.
• MCIPS or other recognised procurement qualification.
• Experience delivering procurements within large, complex organisations
