Spinwell is recruiting for a Finance Business Partner for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE FINANCE BUSINESS PARTNER
- Lead by example and behave in line with the Police Code of Ethics ensuring that the force values and behavioural expectations are clearly understood and considered by managers, officers and staff in their decision making and actions, reinforcing and influencing them through all interactions and processes.
- Proactively manage the performance, attendance and wellbeing of police officers and police staff against the required standards to ensure they are dealt with and supported in accordance with the correct policies and procedures.
- Through working with other teams within the Finance and Commercial Services directorate deliver a comprehensive and integrated service to districts/departments/business units/other directorates to provide a single point of contact for strategic and operational support.
- Prepare and co-ordinate the production of devolved and delegated capital and revenue budgets at District/Departmental/Director/Business Unit level, force, regional and national level in conjunction with their leadership and a range of centralised budgets at Force level so as to ensure the most effective use of resources.
- Allocate and manage the devolved, external and delegated capital and revenue budgets for districts /departments/directorates/business units, ensuring they are maximised, monitored efficiently and effectively to provide best value for the use of resources. Ensure appropriate audit systems and exit strategies for external funding to protect the long-term financial commitments of the force.
- Provide specialist advice, coaching, influence and support on financial and commercial management issues to the Senior Leadership Teams within the assigned Districts/Departments/Directorates/Business Units and at force level act on behalf of Head of Accountancy and Systems at strategic boards to provide professional challenge and support operational and strategic decision-making and planning processes.Represent the department on strategic project boards and meetings within allocated area of responsibility to advise, negotiate and ensure appropriate use of resources in supporting Force objectives.
- Provide directorate lead on efficiency planning, identifying opportunities for efficiency gains or savings, partnership working, challenging and negotiating the use of financial resources and the delivery of business benefits realisation within the Districts/Departments/Directorates/Business Units and at Force level to promote a culture of continuous improvement ensuring value for money and effective resource management.
- Responsible for monitoring and reporting on the financial position in their allocated area of responsibility including District/Departmental/Director/Business Unit level, force, regional and national level e.g. NPAS, YATH, the Force people budget and a range of centralised budgets at Force level, to relevant stakeholders using appropriate means of communication and methods of financial analysis to ensure an effective and efficient budget management service is provided.
- Maintain accurate and robust medium-term revenue and capital financial forecasts for devolved, delegated and centralised budgets to contribute to the production of Corporate, Force wide and Mayoral financial information, identifying significant issues and trends to ensure resources are effectively controlled. Through this work, deliver a robust, continuous base budget review to drive value in their areas of responsibility.
- Represent the Directorate where there is a requirement for professional financial advisory support and service making effective contributions to force wide strategic decision-making.
- Provide training and assist with the development of the Senior Assistant Finance Business Partners, Assistant Finance Business Partners and Apprentice Accounting Technicians.
SKILLS/EXPERIENCE OF THE FINANCE BUSINESS PARTNER
- Fully qualified CCAB Accountant with appropriate significant post qualification experience of working within a large and complex financial environment; with specific knowledge and experience of fulfilling a budget management role.
- Clear experience of self motivation and workload prioritisation.
- Proven experience of budgetary control, financial planning and forecasting at a senior level.
- Well-developed analytical and negotiation skills, and the ability to both pro-actively respond to financial issues and the ability to respond appropriately to reactive issues as they arise.
- Excellent communication skills required.
